Shreya Jai: Welcome to The India Energy Hour, Varad. Thank you so much for joining us here today. It’s great to have you. And we are going to discuss something very important and very pertinent to India today about climate financing. And you having worked in this area for long across, from government to institutions to everyone, I think you have a 360 degree you of the issue, as I can say. So thanks again for joining us here today.
Varad Pande: No, my pleasure, and fabulous to be here. I’m an avid listener of your podcast, so it’s great to be on the podcast. And thanks for doing this, because I know you both have day jobs and this is a passion, so it’s even more so.
Shreya Jai: That’s very kind of you. Thank you. So as you have heard our podcast, and it’s always good to get our listeners as our guests, not to mention your stellar work as well. So to let our audience understand what work you have done, where are you from, what did you study, and everything a little bit about you. Can you tell us about your journey? Where are you from? How did you land up in this sector? Why climate finance is so close to your heart.
Varad Pande: Yeah, thanks. Shreya. So, you know, the origins of my interest in this topic actually go back quite a long way. My family is from the state of Uttarakhand, although, like many people from our state, we were a pravasi or a migrant family. So I grew up early years in Lucknow and Chandigarh, and then mostly in Delhi. But the state, as you know, is a state with great environmental heritage. Right. We are 70% plus forest, even now the home of the Chipko movement, the famous movement in the 1960s and 70s, Save the Forests much before climate change, I think, was even coined as a term. And the legendary slogan of that movement, that we used to hear ‘kya hai jungle ke upkar mitti pani aur bayaar’ that still sort of echoes, I think, in a lot of people’s mind. So that’s Uttarakhand. I guess, I had some encounters with the environment topic in school. I did a school project on medicinal herbs and plants of the Himalayas at some point, where I had a chance to spend a week really understanding the link between forest resources and our modern lives. And I spent a week in this little known but very impressive university in Himachal Pradesh called the YS Parmar University of Horticulture and Forestry. And then the other interesting influence in school life was a person called Anil Agarwal, who was one of India’s pioneering environmentalist, founder of the Centre for Science and Environment (CSE). He happened to be my father’s classmate from college. I think, I’d met him only once, and, he unfortunately died, quite early. But thanks to his early influence, I went and did an internship with CSE, and it was just quite an eye opener on how almost like a different lens to look at development issues. So that was in school, then I went to college. I went to St. Stephen’s College in Delhi, Cambridge University, and then after a few years, to Harvard University to study public policy. But in Cambridge, there was a very interesting influencer again. And this is a person called professor sir Partha Dasgupta, who you might have heard of in recent times, but he was a real pioneer in challenging Conventional Economics. Which was, according to him, obsessed by financial and material assets and really missing out on the whole concept of natural or ecological assets. He was a person well ahead of his times and his thinking on this topic. Way back in the 1990s, he challenged GDP as the right measure of human progress, because it doesn’t consider factors like depreciation of natural assets, loss of biodiversity, forests. You could be a country which is actually growing very fast on per capita income and GDP, but you’re destroying natural assets. And so what does that mean for your nation’s wealth in the long term? Is a very important question. And many years later, when I had a chance to work in government, and the Ministry of Environment and Forests, we were able to bring him to chair a committee to develop a framework for green national accounts for India. And I’ll share some of these links with you. If you have show notes, you can put them in. But the report was a landmark on how India should measure and value its natural assets back in 2010-11, and he is sort of, now that the climate change discourse has, i would argue, mainstream, which is great. He has developed a little bit of a rockstar status. He recently wrote this report, The Economics of Biodiversity, which was commissioned by the government of UK, which is highly respected and a very crucial influence in the recently concluded CBD COP, Conventional Biological Diversity in Montreal. New York Times has done a nice 3-4 minute video of him, which really makes him look like a rock star, i will share that with you. But so Professor Partha Dasgupta was another early influence. And then my formal introduction to the space of environment climate change sustainability happened, really by chance, by serendipity. I was informally working for Mr. Jairam Ramesh, in 2009. And one thing led to the other, and he got appointed as the new Minister for Environment and Forests, i think even to his own surprise. And he called me and he said, would you like to join me? And it was an offer hard to refuse. And so, with all the uncertainties of what that even meant, I left a fairly well paying job in London and dived in. I took. And I remember still taking a 92% pay cut. And I still remember landing up on my first day in the ministry as a complete I felt like a kid in the first day in school, but ended up having, I think, the most remarkable and enjoyable and rewarding, years of my life. I got the chance to go much deeper into the issue of climate change, both domestically and globally. And on the global front, just to give you where we were, this is about 2009-10. So far, India’s position on the global front had been, look, we haven’t caused the problem, so don’t ask us to do anything right. And what the journey that started then and which has continued, is our whole narrative globally has changed towards we didn’t cause the problem, but we want to be part of the solution. And we can go into that in detail. But that was one big learning for me. And on the domestic front, around this time, even talking about low carbon or mitigation was considered like, those are not things we talk about. That’s the west’s responsibility. So we challenged that a little bit. And we set up india’s first low carbon expert group under the aegis of the then Planning Commission, headed by Dr. Kirit Shantilal Parikh, very eminent energy economist in the country. And we brought in about 20 people, both from within government and from outside, best minds on the subject at the time. And it was a real privilege to then learn. For me, that was almost like going back to college and learning from them, but how to even think about policy in a low carbon setting. And after the government, some of this has continued. I had the privilege of also being what is called in the UN system, a Sherpa, which is essentially advisor or assistant to Professor Abhijit Banerjee, who, as you know, recently got the Nobel Prize for Economics. But he was on this panel set up by the UN Secretary General in 2013-14, on coming up with the SDGs, the Sustainable Development Goals. And I was fortunate that he agreed to my idea, if I can help him. And I got sort of quite an inside view on how the SDGs got developed and how environment became a very important lens in that discussion. You’ll remember in the old what were called the MDGs, the Millennium Development Goals, there was no environment, and so on. And now I’ve been working last few years at Omidyar Network India, an investment firm focused on social impact, where amongst other things, I’ve helped develop the firm’s thesis on investing in climate, climate investing. And as I was telling you guys earlier, I’m going to shortly be starting out at a global advisory firm to really drive climate and sustainability agenda especially climate finance and adaptation and resilience, which I argue is often is the stepchild in the global climate discourse, hopefully at a global canvas. So that is sort of a bit of a sketch of how I landed up where I am.
Sandeep Pai: Excellent. So I just want to pick up on a couple of threads that you mentioned here. You said that it’s by chance that you got in this space, and I think that I can say for myself. I also got in this space by chance, and probably many of us got in this space by chance. So since this is such a broad topic, it’s such an interdisciplinary it’s such a broad topic. Like, you could focus on finance, you could focus on development, you can focus on emissions, you can go very technical, you could be a social scientist. How did you pick up, themes of climate finance, adaptation in particular, within this broad how did you pick these two similar topics as, like, your topic of passion, and obviously, one can’t work on everything under the sun, but how did you make that choice? What inspired you, et cetera?
Varad Pande: Yeah, no, I think it’s a great question, and I think maybe I’ll go back to your first point, which is that, it is a very complex topic, and to me, it is probably the most wicked problem faced by humanity ever, right. In many ways. First, of course, it’s an existential threat to humanity. And I think last existential threat was maybe nuclear war or something. Right? But this one creeps up on you. It’s not like a particular event will happen. It’s been creeping up on us. And now, of course, thanks to the great work of IPCC and many others, the science is very clear. Whether it’s heat waves, whether it’s extreme weather events, whether it’s all this discussion on tipping points that we may hit. We are in a very dangerous situation. Right? Second reason why it’s a wicked problem, I think, is, it just cuts across every sector and every humanity. It’s not a vertical, it’s not a sector, it’s not a domain. Right? It affects everything. Bill Gates has his excellent book, How to Avoid a Climate Disaster, and he says it really well when he says, look, this topic pops up when you make things, when you plug in, when you grow things, when you get around, and when you try to keep warm and cool. So practically everything we do relates almost directly to climate change. Right? So we are trying to change not just, a section of the economy or society. We need to retool our entire way of life across everything we do. Right. And then we have this problem of the tragedy of the commons, right, which is mitigating climate change is a global public good. That in the sense that the benefits of mitigation flow to everyone, but the costs flow to the person who is actually doing something about it. So the incentive is there to do the least you can to free ride on the actions of others. And so we’re getting a suboptimal sort of action. So that’s at the highest level. Right? I think the two spaces you talked about climate finance I’ve been very, very intrigued by because really all the analysis I have seen in the last few years suggests that this is almost like the root of the problem that we are. And Janet yellen the US. Treasury Secretary used a phrase which I think captured it really well. She says the funding needs for climate change are in trillions. And we have so far been talking and working in billions, right? So we are an order of magnitude away from the kind of climate finance unlock we need. All the analysis I’ve seen says we need something like three to $5 trillion a year every year from now until 2050 for us to have a chance to reach the net zero target by 2050 and so on. And currently we are spending 20% of this. 600 to 700 billion is the estimate. So we are off by a factor of five of what we need, right? So unless we find a way to solve for this problem, we are not going to solve the problem of climate change. A fundamental problem.
The other aspect of climate finance problem, which is fascinating, I think, is that, one, of course there is this big gap of overall pot of money, not enough money. But whatever is also going in is only going into a few spaces. So 80% of climate finance today is going to just two sectors which are energy and mobility, right? And these together make up about 42% to 45% of emissions. So 80% of capital is going to 42% of the problem. The rest of the almost 60% of the emission problem is not getting the kind of finance that it currently requires. And this is things like industry, whether it’s steel, cement, aluminum, it’s transforming agriculture, it’s the work on forestry and land use, et cetera. All of those are deeply underfunded. And even in the space that my current role is in early stage investing we see that two thirds of capital, what is called venture capital, is only going to mobility and EVs and that kind of stuff and not on the other things. And despite many climate tech ventures which are out there, we have this valley of death which is staring where many of them are not able to make past initial idea and product market fit and get serious amount of capital.
And then the third aspect of misallocation of capital is the Global North and Global South issue, right? So whatever money is going in, 80% of that money is going to developed countries. Whereas I would argue the social rate of return is much higher in the emerging world. And Sandeep, I think you will recognize this from some of the research you’ve done, because, the Global South, the emerging world, or the developing economies are not yet locked in to the high carbon pathways that the west is. There’s an opportunity almost to build a very different growth pathway for the Global South, but that is not going to happen if climate finance doesn’t flow to the Global South. 70% of India’s infrastructure that we need by 2050 is still to be built. But if there is no incremental funding to make the right kind of choices, we will make the same mistakes that the west has made and then we’ll all be in trouble. So I think the fascinating thing about climate finance problem, which is why I sort of gone so deep into it, is twofold. One is we are order of magnitude off in terms of how much money we need. And then whatever money is coming in is skewed. It’s going to only two sectors. It’s going mostly to the Global North, while the Global South is where the focus should be. And we can come to this later in more detail. Adaptation and resilience, which I think is a very important part of the climate discussion, is a bit of a stepchild in the debate and getting roughly only 10% of the funding. So that’s on climate finance, Sandeep. And I think I sort of touched a little bit on your adaptation and resilience point as well, because it’s almost like if you do a word cloud on climate change, right, you’ll get a lot more things around decarbonization, low carbon mitigation, net zero. All of these terms pop up a lot more because they all relate to mitigation. You will see much less on adaptation, resilience, nature, and so on, which I think is unfortunate. So I think we need to change the balance a little bit of the conversation is the short answer to your question.
Shreya Jai: Thank you for answering that in detail and very nicely you have provided the overview of something that we are about to discuss here in this episode. So you have defined the problem of climate financing. There is clearly a problem there. But just to kick start things here, can you, for our listeners explain that? What exactly is climate financing? So when someone says climate financing, what should I imagine? Is there a bank somewhere sitting with a big bag of money? Or I have always thought of, because I used to read a lot of stories on this, that US is not contributing enough to climate finance. So it would be synonymous for me that there is always a fight happening in every COP over it. So just explain it to us that what is climate financing? Who manages that amount of money? Who decides how much amount of money should it be, who should pay, who should get it? And for the sake of journalist in me, who are the tracking and monitoring agencies for climate finance?
Varad Pande: Sure, Shreya. I think one of the challenges is that there are no clear answers to the questions that you asked, which is that A climate finance means different things to different people, B there isn’t a good sense of how much is currently being spent on what. C as we discussed, we know for sure there isn’t enough money going into this issue. D I think there is sort of an alphabet soup of agencies, conferences, funds, et cetera, All of which are broadly talking about climate finance. But there is no cohesion. And if I was to try and make you a map, it would be sort of hard. But I’ll say this. So let me just start first by saying that for me, the definition is really any investment that we need to deal with the climate catastrophe, right? And that has three parts. One is we need to prevent the worst effects of climate change from happening, prevention. The second is we need to be able to address what is likely to happen, thanks to the mistakes that have been made. So we are already locked into harms, right? So somebody needs to pay for taking care of that. And the third is, bad things have already happened also. And so somebody has to also compensate for that. And so these 3 things have different names in climate finance, right? The first one, preventing bad things from happening is mitigation finance, which is about capital that will help reduce emissions in the future, so that we can stay within the 1.5 degree or 2 degree celsius limit that we have set for ourselves as an Earth. This is all the money that goes into renewable energy, mobility, industry decarbonization, all of that stuff, right? The second, which is, we know there’s some harm coming along the way, how do we tackle that? That’s the adaptation and resilience funding, which is about recognizing that, we have to be prepared for a different world. And this would be investments in things like early warning systems, disaster preparedness, protecting cities against sea level rise through either sea walls or mangroves or things like that. Or even drought resistant agriculture. Drought resistant seeds in agriculture, because it’s going to get much warmer. We need a different set of seeds. So all of that piece is adaptation and resilience finance. And then the third, which is sort of a late entrant into the discussion, is almost like who will pay for the bad things that have already happened? Which is this whole concept of loss and damage. And you would have seen in the last COP27 at Sharm el-Sheikh, there was a big deal made about a loss and damage mechanism that was announced, which is really about the loss that’s already happened. So, for example, the floods in Pakistan last year, which affected almost one third of the country, that’s a loss now, Pakistan is demanding loss and damage reparations for that, they’ve, I think, made a demand of $70 billion. Whether they get it or not is a different question. But somebody needs to take responsibility and pay for this. There’s mitigation finance, which, as I said, is the primary focus of the discourse. There’s adaptation and resilience finance, which is 10% of the discourse. And there’s loss and damage, which is a new kid on the block, but quite important. And these three distinct climate conversations are sort of happening in parallel. The other way to look at it, Shreya, is to think of the pots of capital that need to be galvanized. And I think this is really important because, I think every pot of capital needs to be mobilized for this problem in different ways. So, again, if I were to think about the four or five categories here, first I would say, is just the money, domestic government money, right? And I said the purpose of this money is really laying the foundations. The government money cannot solve the entire problem. But the government is ultimately best place to strike a balance between various domestic priorities, also macroeconomic balance, et cetera. And government funding can send a strong signal to the market, right? So I think government funding should fund things like RnD (Research and Development). It should fund things like market making capital. So India, as you know, has the NIIF, which is a National Investment Infrastructure Fund, which has a large focus on green finance. It’s 49%, I think, of 50% owned by the government. And rest is raised through sovereign funds, et cetera, globally. But that kind of investment the government has made to unlock other capital, and, of course, adaptation, because that’s not something businesses traditionally fund. So domestic government money is sort of the first important pool. The second is philanthropic capital. I think that has its own role. I think it’s pretty unique, because it can bring the best of government funding and private sector funding. It can be more nimble than government funding. Decisions can be made quickly, and it can be more patient and risk tolerant than commercial funding, right? So it can do things that neither government funding nor private funding can do. And so things like foundational research at centers. Ashoka University, for example, has recently set up a center for people led Just Transition, which is funded by philanthropy and that kind of stuff, or lighthouse initiatives. You spoke to Ulka Kelkar in one of the conversations. The work she’s leading on carbon market simulations and preparing the Indian industry for that, I call those lighthouse projects, which is like building confidence and showing the way to the industry that is funded by philanthropic money, right? And then ecosystem building, bringing different parties together. There’s an India Climate Collaborative, which is doing a fantastic job on this and so on. So there’s a very important role. Second piece, the philanthropic capital. The third is the multilateral development banks, the world banks, the Asian development banks, and so on. I think they are a very, very important meeting point, and I call them, they have the potential to be the north-south finance highway for climate finance, right? Because they’re in a very unique position. They have capital from many, many countries. They have deep trust with governments because of the long decades of work they have done in developing countries in particular, and the financial markets who are ready to lend to them at almost sovereign rates, right? So they have this amazing position in both the worlds. And so they have to unlock, I think, a much, much larger share of capital than they currently do to this problem. There are many problems with them. There’s a big discussion around reforming the MDBs, which is a separate topic in itself, I think. But they have to come to the party in a significant way. So that’s the third piece. The fourth is patient capital. Patient capital. Patient, but commercial. So these are like what you could call impact investors, investors and so on. I think their role is really to think of moonshots and making moonshots a reality, right? So, you need to find big ideas. Some of them will succeed, many of them will fail. But you need those few that succeed if you want to have a chance here, right? And my favorite example here is a fund called the Breakthrough Energy Ventures, which was funded initially by Bill Gates. And then he managed to crowd in a lot of capital from others. And they have really defined their goal very, very nicely. They said, we try to fund businesses or startups that, if successful, can solve at least 1% of the decarbonization problem. So we do, I think there are 550 gigatons or something, is the global annual emissions. So if, if there’s a solution, the first question they ask is, if you succeed at scale, will you be able to get to five gigatons? Right? So then you’re talking. So that’s their first consideration. Their second is they have a long time horizon. So they’re ultra patient 12 to 15 to 18 years. They’re not looking for venture capital type exit in 4-6 years, and high tolerance for failure. Right? And because of that, they’ve been able to put together a portfolio now of almost 90 organizations. And you should see their website, because it’s fascinating the kind of things startups are trying to innovate on. Whether it is I was seeing one company which is doing methane emission from cows is a big problem, right, because it adds to emissions. Methane is a very high GHG emitter. And so they’re developing a vaccine kind of thing which dramatically reduces methane emissions in cows. And if that works, it could be a big thing, and so on. So there are lots of interesting things that patient capital can fund, back ideas like that, which nobody else will do it, government won’t do it, commercial capital won’t do it, et cetera. And then lastly, I would say, we have to bring pure commercial capital also into the problem. And that is how we’ll get scale. And again, here, the challenge, again, is pure commercial capital only comes when there is both a high return and low risk. So I think the massive role for the other kinds of capitals to derisk, commercial capital and sort of bring it in. So I think the long answer to your question, but I think one way to think about it is mitigation finance, adaptation and resilience, finance and loss and damage, which almost like the three buckets of things to which money needs to go. The other way to think about it is the pools of capital that need to be galvanized. And there we have the domestic government, which holds role is really to lay the solid foundations, the philanthropic, which I would say is go where others fear to tread because they have special, it’s a very rare and rich capital. The third is the multilateral development banks, which have to bring the north and the south together. And they are uniquely placed at the intersection of the two. The fourth is patient capital, which is try to make climate moonshots a reality. And lastly, it’s ultimately, to get scale, you need pure commercial private capital to come in. And for that, you need to make it viable and derisk, things for them.
Sandeep Pai: Wonderful! So when I was doing research for this episode, I know I learned that because we haven’t met before, I learned that you’re very good with numbers. And I can see in the first 20 minutes of this conversation you’re very good at remembering numbers and the quotes and stuff. So on that note, let me ask you a question about could you estimate? I know that there’s millions of studies out there in the public about the estimates and they use different methodologies, but because you have done so much work. Can you provide some estimates of how much money is required pulling in from all these different buckets, especially for Global South countries. And if you can separate them out for mitigation and adaptation and maybe loss and damage the new child in the town, that would be great. So that’s the first question. But the second is if you can specifically talk about India, this podcast is about India. So, the larger numbers for the Global South. And then for India, under each bucket, if possible.
Varad Pande: Sure. So, let’s start with the global. So, as you said, there are lots of studies on this, right? And I’ve seen about 10-15 good, credible studies. But really, where I think we are is something between $3 – $5 trillion a year between now and 2050 is what we need. And about 20% to 25% of this would be adaptation. Rest would be mitigation. I’m not counting loss and damage for now. I don’t think there have been any real estimates of the need there, it’s more a conceptual discussion at this point, a little bit of money has been put in, but it’s much more to be done there. But we need $3 – $5 trillion a year at the global level. The Global South, the estimates I’ve seen, and there’s a very good report by Nick Stern and a Global Commission on Climate Finance recently, which I think has done some stellar work in this direction, is something in the range of $1 – $2 trillion a year. And, where are we on this? We’re at about $150 billion a year currently. So we are at 10 to 15% of where we need to be for the Global South. And then India, I think there are fewer studies, but I think there’s a study by the Climate Policy Initiative and Shakti Sustainable Energy Foundation. And I think their numbers were something in the range of, India needs $170 billion of incremental capital a year, and we are at about 40 to 50. So we are at 25% of where we should be. So those are sort of the headline numbers, right? And, of course, these numbers, so many zeros at one point, it just stops making sense to what does this even mean kind of thing. And of course, the message is one of course, we are way off, right? And, we never mobilize this kind of capital for any one topic, any one issue in our history. At the same time, there’s another way to look at it, which is to say, is it really that much money? So, in the Dasgupta review that I mentioned to you, he has estimated that we have nature distorting subsidies already in our system, equivalent to four to $6 trillion a year. So can we not just redirect the nature distorting subsidies to pay for the climate change problem? I know it’s not that straightforward, but I’m just giving you an order of magnitude sense of the fact that we often don’t consider that we do spend a lot of money on other things, which are actually not that great. Another parallel I’ve sort of seen is this $3 – $5 trillion. What is it as a percentage of global GDP? It’s about 6% of global GDP. Okay? And over time, as world GDP grows, it will come down to 4% of world GDP. Now, is that too much? And somebody offered this amazing reference point, which I thought is quite interesting, that during the Cold War, the US used to spend 11% of GDP on defense, even as late as the early 1980s, right? And here we are asking for 6%, of GDP. So it all depends on what benchmark you have in mind. The third way to think, Nick Stern in one of his podcasts was saying that it’s actually, if you see the rich countries, average per capita income, $40,000 per person, all we are asking is, can you write a cheque every year of $700 to solve this problem and direct it to the Global South? When you put it that way, not that much money. If you’re earning $40,000 and you’re asking you to sign a check of $700, it’s not that much money. But of course, all of this ignores the geopolitics, the lived reality, all of these things. But the point I’m trying to make is, these numbers may seem large and almost seem like insurmountable at some level. However, if you see it in a somewhat different context and you juxtapose it to the kind of problem we are trying to solve, which is existential, then maybe we should give it a good shot to mobilize it.
Sandeep Pai: I’ll ask a quick follow up before I will pass the mic back to Shreya. Have you seen the breakup of the financial flows? Even a global philanthropy, we are really talking some billions, right? Like, I don’t think there’s enough philanthropy money to raise, in the orders of trillions. Now, governments, I mean, it depends on which government, but they can raise some money. So, at the end of the day, it’s your fifth bucket, which is the private commercial capital. Do you think that needs to fill the much larger gap, or do you think the other four buckets are capable enough to cover, like, a major portion? If you have any thoughts on that.
Varad Pande: I have a thought on that, which is that the answer is an unequivocal yes. Unless you get the private commercial capital to really cover the majority of what we need, we will not do anything. Philanthropy, as you said, it’s a very nascent conversation. In fact, I think there’s some number that only 2% of global philanthropy today goes to climate related things. And India has some pioneering philanthropists who are thinking in this direction, like, Rohini Nilekani has a fabulous portfolio on conservation and climate change. Rainmatter Foundation, which is by the Kamath Brothers (Nithin Kamath and Nikhil Kamath), they have funded it, which is doing some really good work here and so on. But in general, it’s not like a philanthropic priority. Of course, that needs to change. But to come to your question more directly, I think we have to find a way to bring in commercial private capital in a much larger way. Right? Governments are stepping up, but fiscal constraints, competing priorities, it’s not going to happen. Right. And we know that there was this number, which was floated long time back of $100 billion. You would have heard this in many of your podcasts. It was agreed in 2009, in the Copenhagen Climate COP, that $100 billion should flow from the Global North to the Global South every year. And we are in 2023, and it’s still not reached anywhere near $100 billion. Right? So it’s unfortunate, but it’s a reality. We have to accept it. And, we have to do everything to get the governments of the Global North to pitch in more. But that’s not going to solve the problem. So what would it take for private capital to come in a big way, is the question. Right. And I think there’s a lot of thinking on this to say that really, it’s about bringing down the perceived risk premium of investing in climate solutions, and especially in the Global South. Right? Because global capital is wary of risk adjusted return is what you’re looking for. And so this whole conversation around blended capital has become quite widespread, these days. Again, a lot of talk. I think we need to do a lot more. But the idea is straightforward. The idea is, can you bring together, a layer of concessional or public capital, and some guarantees, perhaps, that give comfort to a private investor to come in, that in financial terms reduces the risk premium of an investment and makes that investment viable. Right. So, for The Economist, two weeks back, had this very nice example that, creating a solar farm today in cloudy Germany needs a 7% return to be viable for a private investor, compared with 28% in sunny Egypt. So this is, like, such a dichotomy, but it’s true. And that’s because of the high risk premium of Egypt as compared to a Germany. So, in this example, if public or concessional capital would come in and provide a guarantee, say, to cover for loss in case certain events happen, for example, payment defaults by the government, or some regulatory risks, like power purchase agreements not being honored, right? Or some other political event in the country, then that would dramatically reduce the risk premium of this project. And then the cost of capital can come down, and that project could become viable. Right? So this is the big idea, I think, this whole idea that we need catalytic or blended capital models to become a reality at very large scales. And that’s why I keep coming back to the role of the multilateral development banks. Because they sit at this crossroads between the Global South and the Global North. They can really unlock blended capital in a big way. The World Bank Group has an entity called MIGA, which is the Multilateral Investment Guarantee Agency, which is, I would say, an entity which has punched below its weight in the international development ecosystem of the last 30-40 years. But their job is to give guarantees to make investments in the Global South viable. And I think in the era of climate change, the role of organizations like MIGA needs to be revisited, needs to be scaled up in a dramatically higher way, so that blended finance models can happen, and the large amounts of commercial capital that we have no choice but to unlock can actually be done.
Shreya Jai: Very interesting points, Varad. Thank you for explaining it in that manner. When you say $100 billion, one thing that comes to mind is the fights that keep happening between the countries. Every COP, we see a section of countries which are usually typically the Global South, raising noise over the Global North, not meeting this particular target. And then there are several other targets. There’s $100 billion. Then last year, there was a Loss and Damage fund, and there are several funds out there. Before we get into how to address this, how much money is there, where it should go? Why is this, over the years, become more contentious rather than solving itself? As you mentioned, this particular $100 billion target was formed in 2009, and since then, they have just kept missing the target. And the problem has only aggravated what is the geopolitics involved here in these discussions, which has made this very simple issue of money given by the polluter to the low developing or poor nations. Can you explain the integrities out there?
Varad Pande: Sure. So, look, if you go back to the climate negotiations, really the anchor of this tension is, as you said, the polluter pays principle, so to speak. Which is, remember that, the problem of climate change is a problem that began to accelerate after the Industrial Revolution, because that’s when carbon emissions really took off. And it was the west or Global North, however we want to define it, has really benefited from a high emissions growth path that we have seen over the last 150 years. Right. So there’s this whole discussion on climate justice in the global, which I have great empathy for. I think it’s a legitimate demand of developing countries for two reasons. One, because the GHG gases is a stock problem, it’s not a flow problem. Right. So it’s actually how much emissions have happened since 1850, roughly, when industrial evolution started. That is the problem. It’s not that India’s emission today is x. It is what is India’s cumulative emission related to America’s cumulative emissions. Right. So we have a fixed carbon budget, essentially. Most, of it has now been used up. And now the Global North is asking the Global South, let’s share whatever is remaining, okay? If you want us to share whatever is remaining, then you have to compensate us for something. Right? So that’s sort of the argument.
The other is the per capita emissions argument, which India uses a lot in the global negotiation, which is to say that, okay, India is probably the third or fourth largest emitter today. But on a per capita basis, we are still one of the lowest in the world. I think we are something like 2.7 tons per capita. China is 10 tons per capita. I think the US is 16 or 17 tons per capita. So look, if you truly believe that every individual has equal right to development and then you should be considering the per capita principles, that’s the argument we’ve been making, right? With mixed success, and because of these strong arguments and good early negotiators of the developing countries, the principle of Common but differentiated responsibilities (CBDR) was enshrined in the climate change negotiations. But the reality has been this has been a very difficult principle to operationalize, right? And we have struggled. And that’s why in every COP we have the situation that you described right now. So that’s a traditional problem. Why there is a lot of tension. And then what’s happened, obviously, because the carbon space is getting more and more used up. Because all the science is now showing the window for action is closing the tension. It’s like a pressure cooker which continues to build up and the tension keeps ratcheting up in every COP, et cetera. And then there are the more recent dimensions of geopolitics, which we should not ignore. We know about the US versus China thing in many other contexts, but it plays out in the climate world as well in many ways, right? Like, I think you guys had an episode on rare earth metals or something. So the whole race for rare metals in the climate race is a geopolitical race, right? And there’s a war going on there. Similarly, when we talk about reforming the multilateral development banks, the two largest shareholders, are three largest shareholders are US, EU and China. And if they can’t agree on reforming the MDBs, make it more fit for purpose for the climate change era, we are going to struggle. So that’s another dimension, which has been thrown in recently by geopolitics. And then lastly, I think it’s become the new frontier of competitiveness. Right. Now, most countries and politicians who are even making the case for climate action are, making it not saying that Biden is not saying I need to help India. Biden is saying that I can create jobs in America by making climate action, a pillar. And the whole Inflation Reduction Act in the US, strangely named act which has nothing to do with inflation and everything to do with climate change, was really the arguments made were it’s a jobs plan for America. It was interesting, right? It’s called Inflation Reduction Act. It was pitched as a jobs plan, but it’s actually a climate plan. And that’s politics for you. But the point I’m making is that it has become the new frontier of competitiveness and making it even harder for concessional international flows, right? It becomes harder for when Biden is saying that climate led competitiveness is the future. Makes it harder for him or the US Congress to justify large amounts of concessional finance to India, for example on some of these topics. So the short answer to your question is that traditional elements of tension, because of the climate justice, carbon budget being fixed and the polluter pay principle, and there are recently introduced elements, such as from the recent geopolitical issues of U.S. Versus China, or the whole issues around competitiveness, and the way the climate change issue has been sold to citizens in different parts of the world.
Sandeep Pai: Excellent. This is actually great! I just want to pull you back to one very specific topic which is like, the more I think about climate finance, even from a commercial capital, I think that’s where the big challenge is. You have made it very clear from my past experience also, I can say, because the others are moving in that direction, but the scale of commercial capital needed, we really need some big steps. So given that commercial capital needs to play a larger role, and let’s assume they will play a larger role in the mitigation space, how do you actually what’s the strategy to get this capital in the adaptation space? How do we meet those targets? Are these commercial entities going to make money by helping, say, countries like Sub-Saharan Africa or India adapt to climate change? What’s the thinking in that direction? To make adaptation an attractive proposition for the global capital, whether it’s commercial or anything.
Varad Pande: See, we are very far from making adaptation a viable proposition for private capital. I think if we can make more dent on mitigation at this point, that itself will be a big win, because we are off by a factor of five, even on mitigation at this point. And so I think there are a number of things which are needed. I think one is the regulatory and policy direction will be quite important. The good news, I think, of recently is that many heads of states, the tone at the top matters, right? And whether it is Biden, whether it is our prime minister who has sent a very strong message that this is a national priority, long term, it sends a strong signal, right, around the alignment with the country’s development agenda. And then what follows then is good policy frameworks and regulatory tailwinds. So, for example, SEBI in India, is now making disclosures around ESG being mandatory for the top thousand companies. Right? This is a small but important step forward. The RBI has published a paper on climate finance and how banks can engage in that topic. Sends a message to banks that the RBI is taking this issue seriously. We should look into it. So I think there’s one piece on tone at the top, and then regulators and policy frameworks that send the message to the private sector that look, now you got to wake up and smell the coffee and do something about it. That’s one. The other is, I think carbon markets. I think we haven’t talked about that yet, but I think that’s another very effective way of bringing in private capital to solve this problem. Price signals, as you know, are very important to send to commercial capital. There is a provision in the Paris Accord, which is called Article Six, which is all about how do you enable both voluntary and what are called compliance carbon markets that has to be operationalized. There are many issues with the carbon markets. As you know, we’ve had many versions of it in the past. There are questions of integrity of the credits or the quality of credits, whether it’s leading to true additionality of emission reduction. So all of those issues need to be sorted out. But somehow we have to unlock carbon markets. The work that World Resources Institute did, for example, in India with industry, and I was there at their launch event for that work. It was just great to see all the large business houses in India show up to that event and talk about what they are doing. Because they recognize that India has recently passed amendments to the Energy Conservation Act, which enable the creation of a carbon trading market. And the Bureau of Energy Efficiency, which has actually run a very successful, environmental trading program called the Pact Perform Achievement Trade program, is likely going to be the facilitator of the Indian carbon market. So they saw that some version of carbon markets is going to become a reality. And they’re all proactively thinking how they can participate in it and contribute to it. So I think we also need to figure out the right architecture for the carbon markets. That’s another sort of important unlock. And then the third, I would say, is just, we need to create new institutions for a new world. A new green world, I would say. Right? And I mean that there is, of course, the whole UN process, the UNFCCC. It’s 194 countries and territories who need to agree on everything at the same time, nearly impossible to do. Can we have a different approach of starting new institutions that are thinking differently from the word go? India has, as you know, helped set up the International Solar Alliance, which I think is something India decided to do with France to get it off the ground and not relying on some UN process to do. But today, the International Solar Alliance has about 100 plus members, and they’re doing projects in many countries of the world. And so we need those kind of new mechanisms or institutions. Since you talked about commercial capital, they have set up a group which is set up in the Glasgow COP called GFANZ, the Global Financial Alliance for Net Zero. And those, I think more than $100 trillion of capital have committed that they will become net zero by 2050. Although it’s unclear what exactly they will do and how they will do it. But it’s a good starting point. It’s a new organization, new commitment, energy from all the CEOs and so on. So I think we need these kind of things. We need regulation and policy to send messages. We need enabling carbon markets of high quality, so that industry sort of sees that and starts engaging. And we need new institutions for a new green world. Whether it’s new alliances, like the International Solar Alliance, whether it’s coalitions of the willing like GFANZ, whether it’s even new banks, I think a case can be made that the World Bank was an institution made for a world 50 years ago, and we need a very different kind of climate finance bank today. So I think these are the kind of things we need to unlock commercial capital for this problem.
Shreya Jai: That’s great to know. So many solutions available across. Let me now place India in this conversation. Over the years, India’s own stand has evolved, I must say, if not changed on the climate platform, is what I mean to say. On the broad global climate financing platform, India’s stand has evolved. Over the years, we have been more demanding. Our demands are clear, more targets. Our targets are much more aggressive. So, in line with the same, what are the kind of avenues, some of them, that you mentioned, that India can explore for its energy transition and climate goals. And if I may add, a second part of the question is that lately we have seen India expressing that there should be much more reliance on itself for funding its own needs, rather than on developed work, because they keep missing their targets and promises. Not only that, India has also expressed support to the poorer nations. And we talked about some of the coalitions ISA is being one, then there is one for disaster resilience infrastructure, something that India is a spearheading. So with this ever evolving leadership of India in this space of Global South, what are the avenues that India has for itself? And what are the avenues that it can create for others?
Varad Pande: Yeah, no, great question. And I’d like to start by first saying that there’s still this debate on, hey, why should we do something? It’s less today than it was ten years ago. But I think the important point to note is that India needs to do something here for its own sake. I think India has very unique vulnerabilities to climate change. We all know about the sea level rise, which is almost like a foregone conclusion of climate change. India has a 7000 kilometer coastline, right? And we have already seen almost a third of our coast erode over the last few decades. And we have lots of people living in our coast. So that’s one. The second is the melting glaciers. I don’t want tell you, but two thirds of the Himalayan glaciers could disappear by 2100. What that means for agriculture, for the livelihood security of 2 billion people who live on and dependent on the rivers that originate from the Himalayas, is a huge question. Right? The third is, of course, the disrupting monsoons. I think there’s a lot of evidence now that monsoons are being disrupted. We are still largely a rain fed country. And, as they get more and more erratic, we are going to have higher and higher issues around this. So we have our own very, very unique vulnerabilities, and we need to act for not just for the world, but for our own sake. I think is important to emphasize. The second is I think that’s more a threat reason. We are under threat reason. Right. But there’s also an opportunity piece for India. It’s often said that we have missed the manufacturing bus that China had so many years back, and so on. But can we become a leader in some aspects of climate solutions? We have already demonstrated great leadership. We are the third largest now installed capacity of solar in the world. And maybe could even go further further up in the rankings. We have demonstrated our ability to at least make some bold calls in this. Right? And here, there’s an opportunity around competitiveness. There’s an opportunity around green jobs of the future, given how important the jobs question is in our country. So can we convert this threat almost into an opportunity? The second reason I think we should be really owning this and being much more proactive about this than anybody else. And to be fair, I think we have done that over the last ten years, and we have taken this from, we don’t do anything about this to we will do more than our fair share. And we have had a paradigm shift, I think, in terms of how we have looked at this issue, which is fantastic. And I think we should bargain hard for our fair share from the global pool of resources. At the same time, we should not rely on it, and we should proactively do what we need to do for our own sake, because it’s an opportunity for us, right? And I go back to those different pools of capital that I described earlier. Those are all available to us. We are a very blessed country in the sense that we are a large economy. So a lot of investors see scale. We are also not seen as a least developed country or a fragile economy. So there is increasing confidence in us as a market. So I think if we have the right combination of the regulations, the policies, the carbon markets, the institutions that we talked about, I think we are in a good position to attract the kind of capital that we need, both domestic and international for this problem.
I also wanted to briefly touch upon your question on India, it is not just now next stage. The first stage was we need to do something for our own sake, and we’ll do something. The next is what kind of global leadership can we show? Right? And you mentioned already ISA and CDRI initiatives that we’ve started, also looking to fund, I think, a lot of lesser developed countries around this, which is great. But I also think our leadership, current leadership at the G20 is a great opportunity for us to show global leadership here. It’s not an accident that we have one earth as part of our G20 motto, and not one World, which I think was a very clever choice. We have also put seeded environment and climate change as an important issue of India’s G20 leadership. The prime minister wrote an op-ed on this as well. And again, we have a unique because we sit at this crossroad, I think of the classic developing countries and the classic developed countries. We have an opportunity to almost break the deadlock on many things, right? And as you all might know, this is an interesting point, because there’s a troika of large developing countries who will have G 20 leadership. So it was Indonesia before us, now it’s us, and then it’ll be Brazil. So we could almost do things together so that things don’t die in one country’s leadership. And on climate finance in particular, I think G20 is a very important arena, because not just 85% of world GDP and 80% of emissions, but also these are the countries who are the major shareholders of the multilateral development banks. And so the entire question of can we reform the multilateral development banks, make them more ready for a climate change world, is the central agenda, in my view, that G20 can help solve. And where India can take a leadership position, there are G20 working groups, I think, on sustainable finance. There are some efforts on coming up with the green taxonomy, et cetera. But I think that is a massive opportunity that we can spearhead while we have the presidency of the G20, so that it’s not just about us, but about punching above our weight in trying to help the global dimension of this problem.
Sandeep Pai: Well, you took away my question, because I was coming to the question of G20 and how Indian can leverage its position. If you can expand a bit more on this if I make you or not me, but if somebody makes you the advisor to the Prime Minister PMO. What can India do in the months that are left till its presidency, to really push the agenda, whether it’s MDB reform or whether it’s some other kind of initiative for this kind of finance to flow. I mean, what are the steps that they can, you know, take on this topic.
Varad Pande: Yeah, see, I’m not going to put too much hope in the next few months, because it’s not something that will happen in a very rapid timescale. And that’s why we’re saying we should think of it like, troika of developing countries who can continue to hold the bet on and make things happen. But I think there is a clear agenda which I can speak a bit more about. Right. The first is the capital of the MDBs needs to be raised, and that is also a topic which is sort of stuck in many conversations, given that all the relevant parties are members in the G20, can we have a conversation around that? The second is, how do you leverage that capital to unlock further capital and the World Bank and other entities being overly risk averse? And can we change that? That’s another conversation which can be had. The third is, I think, on this blended capital point, how do we deploy a larger share of the multilateral development bank funding for leveraging private capital? They’re not doing enough on that count, but that’s a third piece of agenda that can be driven. And so these are, I think, the dimensions of the issue. As I said, there’s already a G20 Sustainable Finance Working Group which has already thought a lot about a lot of these. So I think we almost have a lot of what needs to get done in front of us and I think this is where the skills of diplomacy and et cetera come in, where you sort of know what you need to get done. It’s about now figuring out the best way to sort of make it happen. I know it’s a difficult job and it’s a difficult year to be a G20 president for various other reasons that go beyond climate finance, but maybe that’s another reason why this agenda, which is somewhat less contentious than, say, Ukraine, we could make important progress in.
Varad Pande: Maybe I can ask you guys before leaving that after this discussion, do you feel more optimistic or more pessimistic about the issue of climate finance?
Sandeep Pai: I mean, optimistic, personally feel optimistic. I’m not someone who sees that the world will change overnight, but I love seeing progress. If the situation was same five years ago, that’s what it is. The fact that you’re able to create these buckets and even explain where the challenge is, I would say, is a big progress, because five years ago, I was not even hearing those conversations. So now I think, of course, we may want more progress. But I think it’s still progress in the arc of climate finance. I think we are only moving up, not going, like, back. But, yeah, I think the question is, how do you really accelerate rather than plunge? But that’s my assessment of overall climate action. Things are moving, but not fast enough. It’s not the same as what it was ten years ago. That’s me,
Shreya Jai: I think. Good that this dialogue has started here in the country. And as we were discussing, how this country is evolving in terms of discussion on climate finance, its own role, rather, for that matter. So, I think it’s a good starting point for this country that is now so aggressive in its own demand for money. So it’s good that we’ll see in what direction it goes. You are in the right position to keep us informed on that, so please keep doing that.
Varad Pande: No, great. Thank you. I think, I always feel this topic is such that you can go away feeling that either it’s a winter of despair or a spring of hope or both. Right. Like in the same conversation. And, I think progress is, of course, being made on so many fronts, which is energizing. The question is, will we be able to do it fast enough, given that we’re also hurling towards really bad outcomes very soon? So, I think that’s really the question before us.
Sandeep Pai: I think Varad, I’m still too young to feel pessimistic, maybe if I was 20 years older, I would be like nothing will happen. But I still have that energy to drive, to push the agenda.
Varad Pande: We need that optimism. Yeah. We need the optimism. Otherwise we’ll get nowhere.
Sandeep Pai: But this is really fascinating. Thank you so much. I think I am confident that many people who don’t think of Climate Finance daily will benefit a lot.
